You use normal engine oil, lasts longer than thin WD40 or other "spray" oils.

I think that is a spout used to pierce "oil cans" (these were common in the 1950's to 1960's at petrol stations. Oil can was ~1 litre and you hammered that tool through the metal top to make an opening and spout combined.
